IPA seeks a Policy Associate (PA) to lead a project that has as its main deliverable an Evaluation Agenda for Peru’s Ministry of Women and Vulnerable Population (MIMP, for its Spanish acronym).

The project is part of a broader collaboration between IPA and MIMP that aims to strengthen the Ministry’s use of evidence in decision-making.

The PA will work closely with the Policy Manager to analyze the state of ongoing Ministry interventions and identify their evaluation potential.

The main deliverable will include a proposal on the method to use and on the evaluation timeline.

The position offers an opportunity to gain first-hand experience in working with policy partners to support an evolving government organization that aims to reduce gender-based violence in the country.

Key areas of involvement will include : coordinating with government officials to understand how key programs operate, review existing data and evidence on key programs, identify if key programs met the criteria for evaluation under different methods and assist in the writing of project reports.

Responsibilities

  • Review official documents on the operations of key programs
  • Coordinate with government officials to understand policy priorities
  • Review data and evidence on key programs
  • Undertake desk-based reviews of international studies that identify impact of similar programs
  • Identify if key programs met the criteria for evaluability
  • Develop reports and deliverables for project partners
  • Manage day-to-day relationships with policy partners
  • Regularly communicate updates with the Policy Manager
  • Qualifications

  • A bachelor’s degree in economics, social sciences, public policy, or related fields. A graduate degree is a plus,
  • 1-4 years of relevant experience, including at least 1 year of experience working in development research and / or impact evaluation
  • Excellent ability to understand academic research studies and analyze bodies of research,
  • Familiarity with randomized controlled trials
  • Solid analytical and quantitative skills strongly preferred, possibly managing administrative data,
  • Knowledge of or strong interest in research / policies on gender-based violence,
  • Excellent management and organizational skills,
  • Must be able to work under pressure, independently and in a team, and meet deadlines; flexibility, self-motivation, and pro-activity highly valued,
  • Excellent communication skills, including clear, precise written skills in Spanish and English.
