ME&A is recruiting a local Deputy Chief of Party (DCOP) / M&E Specialist for the USAID / Peru Monitoring, Evaluation, and Learning for Sustainability (MELS) contract.
The purpose of MELS is to provide USAID / Peru, including its bilateral and South America Regional portfolios, and USAID / Brazil and USAID / Paraguay, with technical and advisory services in planning, designing, conducting, disseminating, and learning from monitoring and evaluation (M&E) of the Mission's portfolios, to improve the achievement and sustainability of USAID's development outcomes.
Additionally, this award will provide services to strengthen the monitoring, evaluation, and learning capabilities of USAID / Peru staff targeted local partners and Government of Peru (GOP) stakeholders.
Together with the COP, review work assignment requests from USAID.
Support the COP in conducting quality control of the deliverables and coordinate activities under the project's four components.
Oversee the review of project level PMP, and supervise, recruit for, and participate in evaluations and assessments throughout the life of the project.
Provide input into evaluation design, MEL plan, work plan, and tools development.
Once USAID approves the work assignment, collaborates with the work assignment teams to develop the detailed methodology for implementation.
Responsible for ensuring and guiding the implementation of all activities related to M&E, including conducting DQAs, revising Activity Monitoring, Evaluation and Learning Plan (AMELP) and Performance Indicators Reference Sheets (PIRS), developing standardized electronic data collection forms, training specified stakeholders on M&E related topics, reporting progress towards targets.
Provides ongoing oversight and technical support to the work assignment teams.
Work with COP to ensure that all data-driven reports are based on evidence and that recommendations are specific and actionable.
Current residency in Peru
A Master's Degree (or foreign equivalent) in social sciences or other related disciplines;
At least ten years of progressively responsible experience in leading teams, project management of programs of similar scope and complexity in developing countries.
At least five of these years should be in Latin America;
Five years of experience in monitoring and / or evaluations;
Strong communication, writing, and interpersonal skills;
Fluency in spoken and written English and Spanish is required (Level 4 / 4).
A working knowledge of Portuguese and / or Dutch is desirable.
