Internal candidates of the ILO, in accordance with the provisions of paragraphs 31 and 32 of Annex I of the ILO Staff Regulations.

The external candidates.

  • Nominations are encouraged for staff with more than five years of continuous service to the ILO.
  • The candidatures of officials who have reached the retirement age as of December 31, 2017, as stipulated in article 11.
  • 3 of the Staff Regulations, or who have already retired from the ILO or who have retired early, will not be consider.

  • Introduction

    The position is attached to the Technical Support Team on Decent Work and Country Office of the ILO for the Andean Countries (ETD / OPLima).

    Decent Work Technical Support Teams provide timely, integrated and quality technical support to country offices for the design and implementation of Decent Work Country Programs (DWCPs), in response to requests made by country offices framework of results-based work plans.

    Such support includes advice, information and analysis at the technical and policy levels. In this position, the incumbent will provide support in the implementation of the DWCPs in Bolivia (Plurinational State of), Colombia, Ecuador, Peru and Venezuela (Bolivarian Republic of).

  • and the design of public investment programs with a high employment coefficient. Likewise, the position holder will provide advice in relation to : public employment services;
  • international labor standards relating to employment;
  • employment programs and policies to create poverty reduction strategies and wage and labor market policies; employment policies and the link with salary policies;
  • working conditions in different circumstances, such as economic crises and recovery policies, and programs to promote the incorporation into the labor market of vulnerable groups, such as informal workers, women, youth, people with disabilities and native populance.

    The incumbent will report to the Director of the ETD / OP-Lima and will work closely with other specialists from the office and throughout the region, as well as the relevant technical departments at ILO headquarters.

    On the other hand, you will receive technical advice and guidance from the Employment Policy Department (EMPLOYMENT) located at headquarters.

    Specific functions

  • Monitor and evaluate the results of the economic policies applied in the countries within its sphere of competence and provide advice on strategies to integrate employment objectives into macroeconomic and sectoral policies, in order to boost productivity and investment, create quality jobs and ease the transition to formal jobs in those countries.
  • Advise the ministries of labor or other counterparts in the public sphere, employers 'and workers' organizations, and United Nations institutions, in particular through social dialogue processes, with respect to the entire range of issues mentioned above in relation to with programs and policies on employment and the labor market.
  • Carry out and / or direct and monitor research, analysis and evaluations on the aforementioned labor market topics and activities, both in rural and urban areas, and provide advice on the design, monitoring and evaluation of programs and policies.
  • Design, manage and monitor development cooperation projects, which includes supervision of staff, and participate in negotiations for their financing, including joint United Nations initiatives.
  • Initiate, develop and maintain strong relationships with governments, social partners and stakeholders, as well as other United Nations organizations, academia, development banks and international development cooperation agencies that have a role active in the field of labor market policies and other related areas, with a view to carrying out joint activities.

  • Design and promote a wide variety of specialty programs on job-related topics, which involves re-evaluating complex or contradictory data, statistics, and information or policy guidelines in a way that requires advanced application of the principles of the job.

  • Develop and review an institutional framework in which the social partners can optimally improve, implement and evaluate efficient and equitable ILO action programs.
  • Provide policy advice to the Organization's constituents on institutional strengthening, application of ILO standards, and promotion of development cooperation activities.
  • Formulate and present project proposals and seek the corresponding financing.
  • Evaluate the efficiency and effectiveness of project activities.
  • Carry out technical advisory missions independently or in collaboration with other specialists from multidisciplinary teams.
  • Conduct seminars, workshops, technical meetings and training courses.
  • Prepare draft recommendations and guidelines for discussion and subsequent adoption as ILO recommendations or conventions in related technical fields.
  • Write manuals and / or training guides on related topics.
  • Disseminate information about the programs through publications and press releases, and represent the ILO in meetings with donors, international, regional and national forums, and advocacy campaigns.
  • Take care of the monitoring and coordination of the research activities carried out by technical officials with less experience and external collaborators.
  • Provide technical contributions to Office documents (reports from sectoral meetings, technical commissions, regional meetings, and Conference meetings).
  • Participate in tripartite reviews of development cooperation activities and in international meetings and conferences.
  • Required qualifications

    Education

  • Higher university degree in economics, political science, law or other relevant discipline, with proven technical knowledge in the field of labor economics.
  • Experience

  • Eight years of experience in the field of analysis and employment and labor market policies at the national level, or five years at the international level.
