The Joint UNDP-DPPA Programme on building national capacities for conflict prevention has made a ground-breaking contribution in bridging the gap between political engagement and development assistance in pursuit of preventing conflict and sustaining peace.

In its new phase (2019-2023), the Joint UNDP-DPPA Programme will further strengthen the analytical capacities of national stakeholders and the UN system in support of Member States’ efforts to advance policy and programmatic coherence on conflict prevention and support strategies for sustaining peace.

The deployment of international Peace and Development Advisors and national Peace and Development Officers (thereafter PDO) has been the primary instrument of the Joint Programme to support Resident Coordinators (RC) and UN Country Teams (UNCTs) in their efforts to work with national partners on conflict prevention and sustaining peace.

They support early warning and risk management measures, and ensure that UN assessments, frameworks (mainly UN Cooperation Frameworks), strategies and programmes are conflict-sensitive and informed by high quality analysis.

There are currently 56 PDA positions across the globe, including 31 national Peace and Development Officers working alongside the PDAs.

As a new approach, the Joint Programme is now also deploying national Peace and Development Officer positions in countries where there are no PDAs.

Peru has been severely affected by the COVID-19 pandemic. According to ECLAC, its economy will experience a 13 per cent GDP contraction in 2020, the highest drop in Latin America and the Caribbean after Venezuela.

Population under the poverty line will increase by at least ten percentage points in 2020. The pandemic has exacerbated vulnerabilities and inequalities, particularly those affecting women, persons with disabilities, indigenous peoples, and refugees and migrants Peru hosts approximately one million refugees and migrants from Venezuela, who face limitations concerning their access to essential human rights, health care, and identity documents.

According to official data from the Ombudsman’s Office, 137 social conflicts were active in Peru in March 2020, and the worsening socioeconomic situation will likely increase social tensions.

There have been increased reports of gender-based violence and of prison riots since the health emergency was declared. General elections are scheduled for April 2021.

The PDO will be located in the Resident Coordinator Office (RCO) as part of the RCO team, with a direct reporting line to the RC, and a secondary reporting line to the UNDP Resident Representative and the Director of the Americas Division of DPPA-DPO.

The Peace and Development Officer provide substantive support in four main areas of work :

The main duties and responsibilities of the PDO will include :

1. Support conflict analysis efforts and lead research and information-gathering with specific focus on supporting and promoting peacebuilding and conflict prevention .

  • Submit the analysis and reporting to the RC, UNDP RR and DPPA-DPO Division;
  • Carry out political, political economy and / or conflict analysis, monitoring the situation in the country, and provide risk-informed analysis and reports to the RC, the broader UN Country Team, as well as UN Headquarters (and regional level as relevant) on political and socioeconomic developments and conflict dynamics, including through analysis of local sources;
  • Provide updates to the UN Headquarters (and regional level as relevant) in line with the Joint Programme’s reporting guidelines with advice on political and socioeconomic developments and conflict dynamics;
  • Contribute to the regular update of the Common Country Assessment (CCA), which informs the design and implementation of the UN Cooperation Framework, including supporting the conflict analysis part of the CCA;
  • and contribute to briefings of the UNCT on relevant matters;Gather and process data and information relevant to the UN’s role and activities in Peru and the sub-region as relevant, with specific focus on supporting and promoting peacebuilding, social cohesion, conflict prevention and sustainable development or any area of particular focus in the country ;
  • Carry out and coordinate research on particular issues and thematic areas, including through engagement with academia and think tanks.
  • 2. Identifying entry-points and support inclusive and conflict-sensitive approaches in efforts to build national capacities for conflict prevention, particularly with regard to civil society, including women’s, indigenous peoples, and youth networks;
  • Assist the Resident Coordinator, and the broader UNCT, in identifying areas of programmatic engagement with national stakeholders and provide technical advice on the design of peace-promoting initiatives in areas such as infrastructures for peace;
  • reconciliation social cohesion, dialogue, conflict prevention and consensus building;
  • Support the design and implementation of strategies for identifying entry points for mainstreaming of conflict prevention and conflict sensitivity in the work of the UNCT (including within the CCA, Cooperation Framework, Country Programme Documents (CPD), etc.
  • including provision of training for UN Country Team staff and key national partners on conflict analysis, conflict prevention and / or conflict-sensitive development;
  • Support the UNCT in their efforts on Women, Peace and Security (WPS) and gendered dimensions of peacebuilding and SCR 1325 (and related resolutions) as well as Youth, Peace and Security (YPS) and SCR 2250;
  • Support UN engagement with national and local stakeholders, focusing particularly on engaging with civil society actors at local level and academia, to inform and support efforts to build national and local capacity for negotiation, mediation and dialogue;
  • strengthen networks of mediators and facilitators (including female mediators) at national and local levels; help link local initiatives to national-level institutions, structures and processes, as well as reinforcing dialogue between government and civil society and / or people-to-people dialogues.

  • 3. Provide technical support for coordination, partnerships and M&E;
  • Under the guidance of the Resident Coordinator, liaise with national, regional, and local stakeholders, particularly civil society, academia, think tanks, women’s and youth networks, refugee and migrant organizations, and key international actors (including International Financial Institutions and regional organizations) to identify entry points, foster dialogue and strengthen strategic alliances and partnerships on conflict prevention, trust- and confidence-building, and reconciliation initiatives;
  • Support the coordination of existing partnerships between stakeholders (government, civil society, private sector and the international community, including the UN system) for sustaining peace related strategies and initiatives and the implementation of the 2030 Agenda and national SDG plans, working closely with RCO team members.
  • Maintain close contact with relevant staff in UN Headquarters as well at the regional level including relevant focal points at UNDP, DPPA-DPO, DCO and work closely with the regional programme specialists based in the region;
  • In close collaboration with the Joint Programme Secretariat, support monitoring and evaluation function, including collecting, processing and analyzing data in the framework of peace and development team workplan;
  • Support knowledge management and sharing of good practices on conflict prevention and peacebuilding; ensure that stories and lessons learned are shared with the Joint Programme Secretariat;
  • and respond to specific requests for information.

    Education :

  • Advanced university degree (Master’s Degree) in political science, sociology, international relations, international economics, law, public administration, or other related social sciences.
  • In lieu of an Advanced degree, a Bachelor university degree with additional years of experience.

    Experience :

  • Minimum of 2 years of progressively responsible experience in conflict analysis, development and / or conflict prevention in a governmental, multilateral or civil society organization in Peru;
  • Extensive experience in analysis, research and sound drafting skills;
  • Experience in project / programme development, management
  • Experience in national and community-level conflict prevention and peacebuilding initiatives and programming in Peru;
  • In-depth knowledge of and experience in dialogue and conflict prevention initiatives; and awareness and familiarity of key actors and stakeholders across the political, economic, and development spheres alongside knowledge of government, civil society, and other non-state actors.
